In "I'll Meet You There", your setting is very specific and really ties to the characters and their motivations. How do you develop such a "pictureable" place and give it meaning?

Whether or not the place is real (in my fantasy books I have imagined realms and real cities/places), I always do a lot of building using playlists and collages I make as inspiration. I go through magazines to find images that inspire me, and spend a lot of time getting the feel of a place just right. It's not enough to just describe it - you have to put the reader there using all the senses, using emotion, and connecting the character to the place. Setting is always huge for me, particularly in IMYT because Creek View became a character in the novel. It often shows what Skyler and Josh are going through emotionally. We call this an "objective correlative," which is a literary/film term which basically means to use setting as metaphor. As much as Sky hates Creek View, she also grows to love it as SHE falls in love.
