When I get stuck in a story I'm writing, there are a few ways I try to get unstuck. Usually, a missing piece of information is the culprit.
My favorite way to work through this is to brainstorm on my large glass whiteboard in my office, and usually the answer comes to me as I write down what I know and what I'm not clear about.
Sometimes, I come up with a superficial answer at first, but when I keep asking why a character would behave a certain way, I get to the heart of the matter. Then, like magic, everything becomes crystal clear and I can get back to writing.
