What area of the world is the next fertile ground for spy novels?

I think Africa is an obvious choice, particularly South Africa, which is a thick with spies these days. But really anywhere could do. South America seems under-utilized, but shouldn't be. Anywhere, really, could do. How about a spy novel set in Iceland? That would be cool.
